It is fully the responsibility of the network operator to ensure phasing through the communication between the energy supplier and the grid not only with the operators, but also at the level of commands to connect or disconnect the generator and lines.
To minimize costs, many grid substations are converted to unmanned operation. The network operator obtains all relevant information from sensors in the substation, and also confirmation of condition visually (e.g. that the switchgear is really switched) by transmitting images – video.
